Steelmaker Bluescope Steel Ltd says carbon pollution reduction schemes must be global and create a level playing field, otherwise some steel makers will be disadvantaged.
Bluescope chief executive Paul O'Malley told the ABC's Inside Business program that if a steelmaker in one country were subject to a higher carbon emissions tax, it would be disadvantaged if a competitor in another country were not subject to such a tax or had to pay less.
Mr O'Malley said, for example, that the European Union was looking at a carbon tax of $50 per tonne in their base modelling, whereas the Ukraine was looking at zero.
